Job Description

The following duties are mandatory requirements of the job:

  • Maintains current knowledge of local, state and federal policies and procedures governing public grants/contracts.
  • Oversee and manage all aspects of government grants, financial reporting and analysis, including the development of internal reports to track expenditures and cost allocations
  • Prepare monthly/quarterly contract billing
  • Review current and pending grant agreements/budgets for both internal and external compliance
  • Design, develop and monitor financial projections and variance reports for departments and projects
  • Identify spending trends and any irregularities in current budgets and future budgets
  • Provide assistance in the financial closeout process
  • Assist in the monthly donor allocation process within the Great Plains accounting system
  • Coordinates all aspects of contracts including startup, billing renewals, amendments, modifications, resolution of disallowed costs, process resubmissions and closeouts
  • Recognize the need for budget modifications and assist in their development to meet program needs, generate revenue and ensure coverage of allocated shared costs
  • Keeps financial information and plans confidential
  • Works directly with the Director of Government Contracts, CFO, Division Vice President/Program Directors, the Controller and other appropriate management and staff to integrate the Agency's operating budget and restricted funding and coordinate the contracts management functions with the appropriate fiscal and programmatic operations of the Agency.
  • Prepares and/or coordinates collection of reports, correspondence and related documents for inclusion with vouchers according specified timeframes.
  • Ensures feedback to grantors regarding their contract monitoring visits, correspondence and request for information.
  • Provide monthly receivable updates and reach out to funders regarding all open payments.

Other Responsibilities

The following duties are to be performed as assigned by the supervisor:

  • Prepare annual financial reports and assist in the development of contract budgets through the use of Great Plains reporting
  • Assist in the development and provide ongoing oversight of the contract budgets throughout the year
  • Provide staff training in budgeting and contracts management as needed
  • Acts as the primary point of contact with government grantors
  • Develops a methodology for ascertaining start-up costs associated with new publicly funded programs.
  • Performs other responsibilities and duties as assigned.

The Successful Applicant

Education and Certification

Bachelor's degree in accounting or a related degree.

At least 2 years of experience working with government grantor functions; knowledge of grants billing required.

Special Skills and Knowledge

In addition to the above-listed job responsibilities and educational requirements, the ideal candidate for this position possesses most or all of the following:

  • Familiarity with billing on New York State OTDA, HRI, OCFS, CVB and DCJS contracts; NYC HRA contracts, HOPWA, CDC, Public Health Solutions, and other NYC contracts; and HUD and DOJ contracts preferred.
  • Ability to effectively communicate with grantors, management, staff and consumers.
  • Ability to write effective, clear and timely reports, proposals and other documents.
  • Knowledge of and skill in using computer software including but not limited to accounting, MS Word, Excel, Great Plains and other related program/contract management applications.
  • Knowledge of accounting functions and operations; familiarity with GAAP.
  • Strong planning and organizational skills with keen attention to detail
  • Ability to manage multiple tasks and projects under the pressure of deadlines; highest regard for confidentiality and high ethical standards required
  • Excellent interpersonal skills with experience collaborating in a multi-disciplinary, diverse and dynamic team
  • Ability to travel to appointments, meetings, conferences, etc. for job related business.
  • Demonstrated commitment to the social sector with a passion for AIDS awareness mission
