* Review, process, and monitor the Other Than Personal Services (OTPS) transactions including contracts, purchase orders, and encumbrances in the agency's internal financial systems for ELC grant funded purchases. * Analyze contract-related documents to ensure compliance with regulations and guidelines * Review, process, and monitor payment requests in the agency's internal Payment Request System (PAYRS) * Assist COVID Contract Manager on COVID related contracts, purchase orders, encumbrances, and payment requests. * Serve as liaison with ACCO, OBA, Fiscal Management, and other Agency units to identify and resolve grant procurement issues. * Make recommendations to ensure efficient use of ELC grant funding, including recommendations for redirection of dollars, when necessary. * Make summary reports on commitments and liquidation as needed. * Collaborate in the tracking of budget forecasts for ELC grants * Other duties or projects as assigned

The Successful Applicant

* A baccalaureate degree from an accredited college and 3-4 years of full-time professional experience with contract management, strategic sourcing, planning, allocation of resources, and budgeting.
