We are seeking an experienced Civil Construction Estimating Manager to lead preconstruction and estimating efforts for heavy civil, site development, infrastructure, and utility projects throughout Northern New Jersey. This role will be responsible for developing accurate cost estimates, managing bid submissions, and collaborating with operations teams to secure and successfully transition projects into construction.

Job Description

  • Lead the preparation of detailed cost estimates for civil construction projects.
  • Manage the entire bidding process from bid invitation through proposal submission.
  • Review plans, specifications, geotechnical reports, and contract documents to determine project scope and pricing strategies.
  • Perform quantity takeoffs for earthwork, utilities, roadways, grading, paving, drainage, and other civil disciplines.
  • Solicit, evaluate, and negotiate pricing from subcontractors, suppliers, and vendors.
  • Develop labor, equipment, material, and production cost estimates.
  • Analyze project risks, opportunities, and constructability concerns.
  • Coordinate closely with project managers, operations leaders, and executives during bid reviews.
  • Prepare conceptual budgets, GMPs, competitive bids, and value engineering recommendations.
  • Track historical cost data and maintain estimating databases.
  • Lead preconstruction meetings and support client presentations when required.
  • Mentor and develop junior estimators and estimating team members.
  • Monitor market trends, material pricing, and labor conditions impacting project costs.
  • Assist with business development initiatives and strategic pursuit planning.

The Successful Applicant

  • Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related discipline preferred.
  • 7-15+ years of estimating experience within heavy civil, site development, infrastructure, utilities, highway, roadway, or public works construction.
  • Previous leadership experience managing an estimating team is highly desirable.
  • Strong proficiency in estimating software such as HCSS HeavyBid, Bid2Win, InEight, Bluebeam, AGTEK, or similar platforms.
  • Extensive experience performing quantity takeoffs and developing self-perform civil construction estimates.
  • Strong understanding of means and methods associated with excavation, grading, utilities, paving, drainage, and infrastructure construction.
  • Experience estimating projects ranging from $1M to $100M+.
  • Proven ability to manage multiple bids and deadlines simultaneously.
  • Strong knowledge of New Jersey public bid requirements and procurement processes.
  • Excellent analytical, organizational, negotiation, and communication skills.
  • Ability to build relationships with subcontractors, suppliers, clients, and internal stakeholders.
  • Detail-oriented with a strong commercial mindset and commitment to accuracy.
