The JOC Estimator is responsible for developing accurate, detailed cost estimates for construction projects delivered under Job Order Contracting (JOC) programs. This role requires expertise in unit price-based estimating, scope development, and collaboration with clients, project managers, and contractors to produce transparent, auditable pricing aligned with JOC contract requirements.

Job Description

Estimating & Cost Development

  • Prepare detailed construction cost estimates using Unit Price Books (UPB) such as RSMeans or proprietary JOC databases
  • Develop line-item estimates based on project scope, site conditions, and client requirements
  • Apply appropriate JOC coefficients, modifiers, and adjustment factors
  • Ensure all pricing aligns with contract terms and program guidelines



Scope Development & Validation

  • Participate in site walks and pre-bid meetings to understand project requirements
  • Collaborate with clients, contractors, and project stakeholders to define and refine project scope
  • Perform quantity takeoffs and validate field conditions
  • Translate scope narratives into accurate UPB line items



Collaboration & Negotiation

  • Work closely with contractors and owners to reconcile estimates and resolve discrepancies
  • Support pricing negotiations by providing clear documentation and cost breakdowns
  • Assist in achieving mutually agreed-upon project pricing



Compliance & Documentation

  • Ensure estimates comply with JOC program rules, procedures, and audit requirements
  • Maintain detailed documentation for all estimates and assumptions
  • Support internal and external audits by providing pricing justification



Process Improvement

  • Identify opportunities to improve estimating accuracy and efficiency
  • Maintain knowledge of current construction costs, market trends, and UPB updates
  • Contribute to continuous improvement of JOC estimating practices

The Successful Applicant

    • Direct experience with Job Order Contracting (JOC) programs
    • Familiarity with public sector construction projects (K-12, higher education, healthcare, government)
    • Experience working with coefficient-based pricing models
