The Program Manager will be responsible for ensuring customer opportunities are translated into executable, resource-aligned program plans. This role works across Engineering, Operations, Manufacturing, Supply Chain, Finance, and Program Management to develop realistic schedules, assess risks, validate execution readiness, and ensure proposals accurately reflect organizational capabilities and customer requirements.

Job Description

  • Lead proposal planning activities from opportunity assessment through proposal submission.
  • Develop executable program plans, resource-loaded schedules, and planning assumptions.
  • Coordinate cross-functional proposal inputs across Engineering, Operations, Manufacturing, Supply Chain, Quality, Finance, and Business Development.
  • Assess manufacturing capacity, resource availability, material lead times, and operational readiness.
  • Support bid/no-bid decisions through evaluation of customer requirements, risks, costs, schedules, and organizational capabilities.
  • Partner with stakeholders to align proposal strategies with customer objectives and business goals.
  • Ensure customer requirements, specifications, statements of work, and contractual obligations are fully understood and incorporated into proposal plans.
  • Coordinate development of work breakdown structures, basis of estimates, schedules, resource plans, and execution strategies.
  • Identify, assess, and mitigate technical, operational, supply chain, resource, and schedule risks.
  • Lead proposal planning reviews and drive action-item closure through approval gates.
  • Resolve conflicts involving scope, resources, schedules, and execution plans.
  • Support smooth transition from proposal development into program execution.
  • Analyze proposal and program performance to improve planning accuracy and execution success.
  • Capture and implement lessons learned to enhance proposal processes and scheduling methodologies.
  • Drive continuous improvement of proposal planning, governance, and execution readiness standards.

The Successful Applicant

A successful Program Manager should have:

  • Bachelor's degree or equivalent combination of education and experience.
  • 8+ years of experience in program management, proposal execution, or related disciplines.
  • Experience leading cross-functional planning and business capture activities.
  • Proven ability to convert customer requirements into executable schedules and resource plans.
  • Strong understanding of project planning, risk management, and execution strategy development.
  • Experience evaluating technical, operational, schedule, and resource risks.
  • Background in aerospace, defense, manufacturing, or other highly regulated industries preferred.
  • Strong project management, stakeholder management, and communication skills.
  • Experience working with cross-functional teams in complex environments.
  • Excellent analytical, organizational, and problem-solving abilities.
  • Ability to influence decision-making and build consensus across organizations.
