Job Description

The Proposal Manager - Federal Construction - Upper Marlboro, MD will be responsible for:

  • Lead and manage the complete proposal development process, including pre-RFP planning, proposal strategy, content development, production, and submission.
  • Coordinate and direct cross-functional teams consisting of business development, operations, technical experts, finance, and marketing professionals.
  • Establish proposal schedules, assign responsibilities, and ensure all deadlines and milestones are achieved.
  • Develop compelling, compliant, and persuasive proposal content tailored to client requirements.
  • Review, edit, and proofread proposal documents to ensure accuracy, clarity, consistency, and adherence to company standards.
  • Ensure all submissions fully comply with federal RFP requirements and solicitation guidelines.
  • Partner closely with senior leadership and business development teams to develop proposal strategies that differentiate the company from competitors.
  • Oversee proposal production efforts, including graphics, formatting, and final submission packages.
  • Provide leadership and potential oversight to proposal support staff while helping build and expand the proposal function.
  • Support continuous process improvements that enhance proposal quality, efficiency, and win rates.

The Successful Applicant

A successful Proposal Manager - Federal Construction - Upper Marlboro, MD should have:

  • 5-7+ years of proposal management experience.
  • Experience managing proposals within the federal construction, government contracting, or related industries.
  • Strong understanding of federal proposal processes, compliance requirements, and RFP responses.
  • Experience working with Small Business and/or 8(a) government contracting environments is highly preferred.
  • Proven ability to manage multiple deadlines, contributors, and complex proposal pursuits simultaneously.
  • Excellent writing, editing, project management, and organizational skills.
  • Proficiency with Microsoft Word and Excel.
  • Experience using Adobe Creative Suite, Photoshop, or other graphic design software is preferred.
  • Strong leadership abilities with experience directing proposal teams and collaborating across departments.
  • Local to the Maryland/DC region and comfortable working primarily onsite in Bowie, MD with one remote day per week.
