Job Description

  • Prepare detailed quantity takeoffs and cost estimates for W/WW projects (treatment plants, pipelines, pump stations)
  • Review drawings, specifications, and bid documents to develop comprehensive scopes of work
  • Solicit and evaluate subcontractor and supplier bids
  • Participate in bid strategy, risk assessment, and value engineering efforts
  • Collaborate with operations and project management teams to ensure smooth project handoff
  • Maintain and update cost databases, historical pricing, and vendor relationships
  • Identify project risks, constructability concerns, and cost-saving opportunities
  • Support prequalification submissions and proposal development as needed

The Successful Applicant

  • 5+ years of estimating experience in heavy civil or infrastructure construction
  • Demonstrated experience with water/wastewater projects (treatment plants strongly preferred)
  • Strong understanding of construction means and methods, especially in utilities and process systems
  • Proficiency with estimating software (e.g., HCSS, Bluebeam, Sage, or similar)
  • Ability to read and interpret complex engineering drawings and specifications
  • Strong analytical, organizational, and communication skills
  • Collaborative mindset with the ability to work cross-functionally
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field (preferred but not required with experience)
