Job Description

Key Responsibilities1. Enterprise Sanctions Program Leadership

  • Own the development, execution, and ongoing advancement of the Bank's global sanctions compliance framework.
  • Ensure the program meets applicable OFAC requirements, expectations of U.S. regulators-including the Federal Reserve, OCC, and NYDFS-and relevant international sanctions standards.
  • Establish, maintain, and periodically refresh sanctions policies, procedures, governance structures, and controls.



2. USD Clearing & Correspondent Banking Risk

  • Provide oversight of sanctions exposure arising from USD clearing, nostro/vostro accounts, and related payment activity.
  • Serve as a senior subject-matter expert on correspondent banking risks, including nested and indirect banking arrangements.
  • Ensure effective safeguards are in place for international payments, cover payment activity, and applicable trade finance transactions.



3. Screening Operations & Controls

  • Direct the full sanctions screening lifecycle across payments, customers, and trade-related activity.
  • Oversee alert review, case escalation, investigations, and sanctions decisioning processes.
  • Lead efforts to improve screening platforms, tuning methodologies, screening parameters, and data integrity while reducing unnecessary alerts without compromising compliance obligations.



4. Strategic Advisory & Sanctions Risk

  • Provide senior-level sanctions guidance to business lines, executive leadership, and teams evaluating new products or services.
  • Assess sanctions exposure associated with new customers, products, markets, jurisdictions, and transaction types.
  • Advise stakeholders on complex matters involving potential sanctions matches, licensing questions, regulatory requirements, and interpretation of applicable sanctions regimes.



5. Regulatory Relations & Program Governance

  • Serve as a senior sanctions representative and primary contact for regulatory authorities on sanctions-related matters.
  • Lead the Bank's response to sanctions examinations, regulatory requests, audits, findings, and remediation initiatives.
  • Develop executive-level reporting and communicate significant sanctions risks, trends, and performance indicators to senior governance bodies, including Board-level risk committees.



6. Investigations, Breaches & Remediation

  • Direct investigations involving suspected sanctions violations, potential matches, control deficiencies, and sanctions-related incidents across payments, trade finance, and customer activity.

The Successful Applicant

  • Ensure sanctions decisions are timely, well-supported, and appropriately documented, including determinations involving true matches, false positives, and escalated cases.
  • Oversee the identification, escalation, investigation, and remediation of potential sanctions breaches, including root-cause assessments and corrective action plans.
  • Maintain appropriate processes for OFAC reporting obligations, including:
    • Blocked property reports and associated initial and annual filing requirements.
    • Rejected transaction reports.
    • Complete supporting records and audit trails for sanctions-related decisions.
  • Lead the assessment, preparation, review, and submission of Voluntary Self-Disclosures to OFAC, including:
    • Evaluating potential regulatory impact and materiality.
    • Coordinating cross-functional investigations involving Legal, Compliance, and business stakeholders.
    • Ensuring submissions are accurate, comprehensive, and completed within required timelines.
  • Serve as the senior escalation resource for complex sanctions matters, including activity involving sanctioned jurisdictions, ownership considerations under the OFAC 50 Percent Rule, and potential evasion or circumvention schemes.
  • Partner with Legal, Internal Audit, executive leadership, and relevant governance bodies to manage sanctions incidents and ensure appropriate internal and regulatory reporting.
  • Lead post-incident reviews and lessons-learned initiatives, translating findings into strengthened controls and preventative measures.



7. Leadership & Talent Development

  • Build and lead a high-performing sanctions organization spanning operational, advisory, and governance functions.
  • Promote a strong culture of compliance, accountability, and continuous learning.
  • Establish performance expectations, develop talent, and ensure resources are appropriately aligned with business and regulatory priorities.



8. Technology, Analytics & Program Transformation

  • Collaborate with technology and data teams to enhance sanctions screening platforms, monitoring capabilities, and supporting infrastructure.
  • Champion automation, advanced analytics, and process optimization to improve effectiveness and operational efficiency.
  • Ensure sanctions technology and controls remain consistent with regulatory expectations, evolving risks, and industry standards.



Qualifications & ExperienceEducation

  • Bachelor's degree required; advanced education such as a JD, MBA, or relevant master's degree is preferred.
  • Professional credentials such as CAMS or CGSS are strongly preferred.



Professional Experience

  • 10-15 years of experience in financial crime compliance, with substantial expertise in sanctions.
  • Extensive background in USD clearing, correspondent banking, international payments, or related payment infrastructure.
  • Demonstrated success leading sanctions programs within U.S.-regulated financial institutions.
  • Direct experience engaging with U.S. regulatory authorities, including OFAC, the Federal Reserve, and/or NYDFS.
