We are seeking an experienced Project Manager to lead the delivery of wastewater and water infrastructure construction projects in the Knoxville and East Tennessee region. This role is ideal for a project leader with strong heavy‑civil experience who can manage complex utility scopes, regulatory requirements, and multidisciplinary project teams from preconstruction through closeout.

The firm specializes in the construction of wastewater treatment plants, pump stations, water treatment facilities, force mains, gravity sewers, and related utility infrastructure, serving municipal and industrial clients.

Project Managers are given real ownership over their work and supported by experienced field leadership and engineering teams.

Job Description



Project Execution & Leadership

  • Manage wastewater and water infrastructure projects from preconstruction through final closeout.
  • Develop and maintain project budgets, schedules, cash flow projections, and cost forecasts.
  • Coordinate closely with Superintendents to align sequencing, manpower, and field execution.
  • Lead subcontractor procurement, contract administration, change management, and buyout.



Client, Engineer & Stakeholder Coordination

  • Serve as the primary point of contact for municipal owners, engineers, inspectors, and regulatory agencies.
  • Lead project meetings including OACs, progress updates, and coordination meetings.
  • Ensure compliance with contract documents, permits, specifications, and environmental regulations.



Risk, Quality & Financial Oversight

  • Manage scopes related to treatment process equipment, concrete structures, piping systems, electrical and controls coordination, and site civil work.
  • Identify and mitigate schedule, constructability, and cost risks unique to wastewater construction.
  • Oversee project documentation, pay applications, and closeout deliverables.

The Successful Applicant

  • 5-12+ years of construction experience with direct wastewater or water infrastructure project management experience.
  • Strong background in wastewater treatment plants, pump stations, process piping, underground utilities, or water treatment facilities.
  • Ability to manage projects involving complex sequencing, tie‑ins, shutdowns, and regulatory oversight.
  • Solid understanding of heavy‑civil estimating, scheduling, and cost control.
  • Experience working with municipalities, engineering firms, and regulatory agencies (TDEC or similar).
  • Strong leadership, communication, and organizational skills.
  • Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.

  • Base Salary: $100,000 - $135,000
  • Total Compensation (with bonus): $115,000 - $155,000
  • Annual Bonus: 10-20% (performance‑based)
  • Vehicle / Allowance: $700 - $1,200 per month
